Race starts for £10bn Government offsite framework

Its new pan-Government collaborative Offsite Construction Solutions framework deal is expected to be worth up to £10bn as more projects swing over to modular designs in the drive to cut costs.

Offsite Construction Solutions will replace the existing £500m modular building solutions agreement secured four years ago by five major suppliers – Caledonian, Elliott, McAvoy, Portakabin and Wernick – and a further 18 smaller-scale players.

The CCS intends to host a bidders day following the launch of the procurement contest that will take place at 11am on 1st September.

This event will detail of the new structure framework and its multi-lot structure covering the built estate including education, health, justice and defence.

Lot 1: Built Estate including Education

Lot 1.1: Up to £15m purchase and hire 3D turnkey solutions only – Total value £700m

Lot 1.2: Over £15m 3D turnkey solutions purchase only – Value £700m

Lot 1.3: 2D turnkey solutions purchase only – Value £550m

Lot 2: Healthcare

Lot 2.1: purchase and hire 3D turnkey solutions only – Value £435m

Lot 2.2: 2D turnkey solutions purchase only – Value £750m

Lot 3 Residential Properties – Value £450m

Lot 4: Justice

Lot 4.1 – 3D Turnkey Solutions – Value £1bn

Lot 4.2 – 2D Turnkey Solutions – Value £830m

Lot 5 Defence

Lot 5.1- 3D Turnkey Solutions – Value £2.8bn

Lot 5.2 – 2D Turnkey Solutions – Value £1.3bn

Lot 6: Thermal Efficiency Upgrades – Value £485m

The new seven-year agreement is planned to supersede existing sector deals with the intention that it is used by central Government departments, their arm’s length bodies and the wider public sector including local government and housing associations and charities.

Firms have until 7 October to submit bids. Further information is available from the portal.
